You don't need an agent. Many girls in the show do not have them. Just go to an open audition. They are posted in bebilly.com, and backstage.com a few times a year. In fact if you go to bebilly.com right now you can also find out what height and age requirements, and what you need to bring to audition. Are you in NYC? Most auditions are held there, but they are also sometimes held in other major US cities. First they have groups of girls learn a dance routine from the show. They want to see how fast you pick up a new routine, but mostly they are checking out your personality and look. If the way you happen to look matches that of the ballet girl they are casting (each girl has own backstory and name, age, height, weight, and even haircolor, and you don't know which character they are replacing, so just go, and hope you happen to look like what they want.) Since you are 13, you may be too old, but if you look younger, you should try anyway. They may like your look and be ready to hire you in spite of your age. Ballet girls come in 3 sizes, s,m,l. You will need to prepare 16 bars of a (peppy, age-appropriate showtune -- please nothing from Annie or Oliver!---but it is not likely you will be asked to sing until much further in the process.) i hope your tap is really good, that's very important, and hope you are under 4 ft 10 (that's official starting height limit, but if they really like your look, it may not matter) Are you quirky looking? That's a big plus. Do you have loads of personality? Do you do pointe? A couple roles require pointe, so if you do it could give you an edge.
Be patent and keep going back to auditions, even if they cut you, as their needs are always changing. It's a long shot, thousands of girls audition every year, but you could be the one they pick you never know. I know a girl who has been in show for 2 years, but it took her 2 years and 18 callbacks before they cast her (from an open call, no agent). This business takes endurance. even if you don't get cast, it will be an amazing fun experience to go through audition process and you will make some friends, learn about the business. I say do it.
Have you talked to your mom? Is she willing to drive you to the next open call? If you live far away, I believe you also have the option (see bebilly.com) of sending a resume detailing your dance training and performance experience and a video of you dancing solo, preferably tap. If they like you, the casting director will phone your mom and tell her they want to see you again. This could be two weeks or several months later. In the meantime, take as many dance classes as humanly possible to keep improving.
