There was probably more than one Annie, even if you didn't know it.
Because of child labor laws, the boys can only clock a certain amount of hours per week. The role of Billy, seeing as it's the starring, is a great deal of work for any one child of their age to perform. It's physically tiring, both in the dancing and constant singing, and it takes an emotional toll out of each of the boys. In order to maintain their health, and keep up with their studies, (Which, YES, they DO have to do), they transfer in and out with a different "Billy" playing.
i could disagree on the child labor part.in "shrek the musical" a young boy(8 years old) does 8 shows,therefore doing the same time as the billys. they have 3 because it is one of the most tiring roles on broadway.

Why are there 3 actors for Billy Elliot?I think Annie was played by someone slightly older than the boys who play Billy. Basically Billy Elliot is a huge part even for grown up actors and to have a child play it 8 times a week would lead to them being exhausted and would cause injury to their vocal chords and just be emotionally tired. They also have to do school work and fit that in between working on stage. There are also definite laws which is probably why the person who played annie was older and the laws are probably more recent than that anyway. They can only work a certain amount of hours each week, that is why all the principal child roles have 3 actors.
The role of Billy Elliot is very demanding the reason for there being three 'Billy's' is that there is a law, i think it is anyone under the ages of 18 cannot perform 8 shows in one week they have to share out the role.
I've heard that it is a very demanding role---very physical and would be too much for one boy to do 8 shows a week, plus there are probably laws regarding hours per week a child that age can work---they still have to be tutored for classes, etc
he is under 18 so their for he cant do enuff hours to finish the film
